Solar Companies Surge as U.S. Tax Credit Brings Early Holiday

In a deal announced late Tuesday, Congress approved an additional five years for the investment tax credit, which is scheduled to end at the end of 2016. It also provided a five-year retroactive extension of the production tax credit, which benefits wind-power developers and expired at the end of 2014.

Environmentalists Gain in U.S. Budget Deal Permitting Oil Export

The gains include an extension of renewable energy tax breaks, new life for a 50-year-old conservation program and allowing spending on a Green Climate Fund that aims to help developing countries deal with the effects of climate change. Republicans also agreed to stand down from some riders meant to block some of the Obama administration’s environmental regulations.

Congress on Verge of Deal on Spending to Avert U.S. Shutdown

House Appropriations Chairman Hal Rogers, a Kentucky Republican, said Tuesday evening that lawmakers were “very close” to a deal, “99 percent,” though he wouldn’t say what the 1 percent disagreement was. House Republicans plan to meet at 9 p.m. Washington time. Earlier, Rules Committee Chairman Pete Sessions said a tentative agreement had been reached.

Japan Mulling Auction Process for Large Solar Project Approvals

Japan’s Ministry of Economy, Trade and Industry is seeking to overhaul its current incentive program that is based on a so-called feed-in tariff, or guaranteed payouts, offered to renewable energy producers. That solar tariff is set annually by the government to reflect equipment and operational costs and has dropped every year since it started in July 2012.

Century Tokyo Invests in Ciel & Terre to Grow in Floating Solar

Ciel & Terre’s systems are essential for such an expansion, Century Tokyo said Tuesday in a statement, without disclosing financial terms. It already has three floating solar power plants in Japan with Kyocera Corp. totaling 5.2 megawatts, using the French company’s technology.

Congress Eyes Tax Break for Oil Refiners as Paris Talks Heat Up

Senator Tom Carper, a Delaware Democrat, proposed a tax credit of up to $3 a barrel to independent refiners that would be harmed if Congress abolishes U.S. crude-export restrictions. A separate proposal would increase the manufacturing tax credit refiners can collect. Critics say the idea would double-up benefits to the oil industry, when Congress should instead be taking steps to curb the production and use of the fuel.

Kyocera Counts on Overseas Solar Sales to Expand in U.S., Asia

The Kyoto-based company forecasts production of solar panels will reach the 1.2-gigawatt threshold for the 12 months ending March 31, before exceeding that mark the following year, said Toshihide Koyano, who heads Kyocera’s solar-energy business group.

Kyocera, Century Tokyo Complete 10MW Solar Power Plant in Japan

The plant uses solar panels supplied by Kyocera, the companies said in an e-mailed statement Monday. Kyocera and Century Tokyo have been jointly developing solar power stations across the country.
