Liebreich: Generative AI – The Power and the Glory

This year will go down in history as the year the energy sector woke up to AI. Every energy conference offers multiple sessions on the subject, and they are standing room only. Last year’s Electricity Market Report published by the International Energy Agency (IEA) contained not one single mention of data centers, this year’s report had a whole section on them.

This is also the year AI woke up to energy. The most powerful tech titans in the world have been humbled by the realization that their plans for world domination could be stymied by something as prosaic as electricity – and have embarked on a land grab for whatever sources of dispatchable power they can, triggering something of a gold rush.

Is the data center power frenzy just the latest of a long line of energy sector bubbles, or is it the dawning of a new normal? Do data centers create such strong demand pull-through that they trigger a new era of new-build nuclear, geothermal and other clean, dispatchable technologies? Or do they just suck up existing sources of clean power and increase the use of fossil fuels, causing a wave of resentment and regulation?

There is much to untangle, so let’s get started.

A (very) brief history of AI

AI has been around for many decades, during which time it has undergone multiple Gartner Hype Cycles. Anyone old enough will remember the excitement in 1997, when IBM’s Deep Blue defeated chess champion Garry Kasparov – but all the public saw were slightly better chess computers. In the 2000s, machine learning led to breakthroughs in computer vision, but the only mass market product that resulted was a robot vacuum cleaner that couldn’t avoid dog poop.

In the 2010s, deep learning and natural language processing arrived. Suddenly Facebook could identify cat videos, vehicles could avoid collisions, Google Translate could read articles in any language, and social media algorithms could… well, let’s not go there. Nevertheless, AI-powered services were far from impressive. Siri would interrupt conversations at random, supermarket checkouts were still fooled by “unexpected items in bagging area” and chatbots were utterly useless.

All that changed over two years between November 2020 and November 2022. First Google DeepMind’s AlfaFold2 proved it could predict protein structures, and then ChatGPT was launched. Suddenly AI could prove mathematical theorems, make medical and materials science breakthroughs, improve weather forecasting, generate images and videos from text prompts, and write better computer code than humans. Boom!

Nvidia, the world’s leading provider of graphics processing units (GPUs), originally designed for video games but ideally suited for the computationally heavy tasks associated with generative AI, was swamped with orders. Its share price soared by a factor of 10, giving it a market value of over $3 trillion, making it one of the most valuable companies in the world and putting it in a league mainly populated by other AI heavyweights Microsoft, Meta (Facebook), Amazon and Apple. Nothing trumpeted the dawn of the age of AI more loudly than Nvidia replacing Intel last month in the Dow Jones Industrial Average.

Stephen Schwarzman, chairman and CEO of Blackstone, the world’s largest private equity investor, announced that the consequences of AI will be “as profound as what occurred in 1880 when Thomas Edison patented the electric light bulb”.

And then it dawned on everyone that the rate-limiting factor in the growth of AI was not going to be compute power, it was going to be electrical power.

Elon Musk, CEO of Tesla and owner of Twitter and X.ai, noted in March this year that “we have silicon shortage today, a transformer shortage in about a year, and electricity shortages in about two years”. Mark Zuckerberg, CEO of Meta, claimed his company would build more data centers if it could get more power.

Sam Altman, founder and CEO of OpenAI, summed up: “We still don’t appreciate the energy needs of this technology… there’s no way to get there without a breakthrough…  we need fusion or we need radically cheaper solar plus storage, or something”. Those trying to find clean power for energy-intensive industries could be forgiven a little schadenfreude.

We’ve been here before

At the dawn of this century, companies were managing their own “on-premise” data centers. Electricity was the last thing on the mind of the average CIO. When the Internet exploded onto the scene, it spawned new digital business models, generated vast volumes of video, and drove a massive increase in system complexity, risk and power demand. In 1999, Peter Huber and Mark Mills wrote a piece for Forbes claiming that “it was reasonable to project half of the electric grid will be powering the digital-Internet economy within the next decade.”

In 2007, tasked with reporting to Congress on the environmental implications of the internet, the Environmental Protection Agency (EPA) noted that US data center power use had doubled between 2000 and 2006 to around 1.5% of total power use and raised the specter of it doubling again by 2011, significantly slowing the retirement of the US’s aging fleet of coal-fired power stations.

It didn’t happen. Companies began shifting operations to the Cloud, achieving over 90% efficiency gains from a combination of new servers with bigger and faster chips, economies of scale, and better infrastructure. The average Power Usage Effectiveness (PUE) – the ratio of power used by servers to total power use in a data center – dropped to 1.5 in 2021 from 2.7 in 2007, with the best data centers now delivering PUEs as low as 1.1. In 2011, data centers were still using less than 2% of total US power.

This prompted Professor Jonathan Koomey, then of Stanford University and Lawrence Berkeley National Lab, to formulate what has become known as Koomey’s Law: the energy efficiency of compute doubles every 18 months for six decades, almost exactly matching Moore’s Law improvements in computer performance.

It didn’t take long for another wave of data-center power panic to set in. In 2015, two researchers from Huawei, Anders Andrae and Tomas Edler, forecast that data centers would be using up to 1,700 terawatt-hours of power by 2022, over 6% of global electricity. In 2017, the World Economic Forum and Newsweek breathlessly announced that cryptocurrency mining could consume all the world’s electric power by 2020.

That didn’t happen either. Crypto-mining became more efficient, regulators stepped in, Ethereum and other coins moved from proof-of-work to proof-of stake, and the crypto bubble burst. Throughout the 2010s, data centers remained well under 1.5% of global power demand, a bit higher in the US, a bit lower elsewhere.

In 2020, however, data-center power demand did finally begin to take off, in part driven by the response to Covid lockdowns, and in part because the trend toward outsourcing to Cloud-based data centers was running out of steam. But it was also because AI began to drive increases in compute complexity: Single-chip central processing units (CPUs) drawing 100 to 200 watts began giving way to graphics processing units (GPUs) drawing up to 700 watts.

So, is the great data center power panic different this time? To reach a view, we need to answer the following questions:

  1. How fast will demand for AI services develop?
  2. What will AI data centers look like and where will they be?
  3. How many data centers will be built?
  4. Which wins: Koomey’s Law or the Jevons effect?
  5. What power sources will be used to meet demand?
  6. What will be the impact of AI on the broader economy?

1. If they build it, will we come?

How quickly will AI eat the world? Who knows. As Bill Gates says: “We always overestimate the change that will occur in the next two years and underestimate the change that will occur in the next ten.”

You certainly can’t just extrapolate a long-term trend from people trying apps for free. One of the reasons I held off writing this article until today was to get a sense of the real value AI would create in my own daily life. Like everyone, I played with ChatGPT3 and Microsoft Image Generator, but I was not prompted to put my hand in my pocket.

Recently, however, I have started to use Perplexity AI, which has dramatically reduced my use of Google Search, Elicit, to review and summarize academic literature and Replit, to create databases. I have probably used them 500 times while writing this article, and I have started to pay for them – though not more than a few hundred dollars a year.

At some point, users will have to meet all the costs associated with AI services. In September last year, David Cahn, a partner at venture capital company Sequoia Capital, posed what he called AI’s $200 billion question. Cahn estimated that, to justify the capital expenditures implied by Nvidia’s near-term revenue pipeline, the tech giants would need to generate annual revenue from AI services of $200 billion. In June this year, with Nvidia’s sales forecasts soaring, he updated the figure to $600 billion. Cahn estimated near-term AI revenue at a maximum of $100 billion, leaving a $500 billion hole – equivalent to just under half the aggregate revenue of Amazon, Microsoft, Meta and Google parent Alpha.

If you assume the required $600 billion annual revenue will come from around a billion highly connected people in the world, each would have to spend an average of $600 per year, either as direct payments to AI providers or indirect payments for AI integrated into services used at home or at work. It’s not an outrageous amount – a similar magnitude to cell phone bills – but it is hard to see how it could quickly be met out of existing budgets across such a large swath of the global population.

Alternatively, if you assume the $600 billion will be borne by just the world’s 100 million wealthiest and most intensive users of digital services, they or their employers would need to come up with a much larger $6,000 per year. Again, it’s not an impossible figure, but not one that can be found in next year’s budget. Meanwhile, planned capital expenditures by tech titans has continued to increase, so the required annual revenue per user keeps increasing.

So, while it’s clear that AI is set to be truly transformative, it could still take a decade to justify current levels of investment. What that means is that there are two possible futures: One in which capital markets are happy to allow the hyperscalers to keep throwing money at AI in the expectation of future market leadership (and blowing out their balance sheets in the process), and one in which they are not.

Experience from previous technology revolutions – electric light, railways, the Internet, blockchain – suggests we could be in for a bumpy ride.

Experience from previous technology revolutions – electric light, railways, the Internet, blockchain – suggests we could be in for a bumpy ride.

2. It’s a data center, but not as we know it

Training a generative AI model requires power. A lot of power. It also requires that power to be concentrated in one location, so that tens or hundreds of thousands (and perhaps ultimately millions) of GPUs can communicate with each other without latency. There is a demonstrated relationship between training scale and ultimate AI model performance – the perfect recipe for an arms race.

The stakes could not be higher. Last year, Meta hit the pause button on its entire data center construction program, even demolishing one that had been partly constructed, and started again using a new, AI-ready design.

According to the IEA, the more than 11,000 data centers worldwide have an average power capacity of less than 10MW. Even the average hyperscaler data center is currently only around 30MW. However, the average data center has been getting bigger, and data centers are increasingly clustered onto campuses – two trends that put extreme pressure on the electrical grid. The Northern Virginia data center cluster, the largest in the world at around 2.5 gigawatts, soaks up around 20% of the region’s electrical power, growing at around 25% per year. In 2022, local energy provider Dominion Energy had to pause new connections for several months. In Ireland, last year power consumption from data centers reached 21% of the country’s total, up from 5% in 2015, prompting the government to put a moratorium on new facilities.

In a 2021 white paper, I postulated that data center operators would have to move non-latency-critical loads to what I called green giants — multi-hundred-megawatt data centers located outside city limits. Powered by clean electricity, they would be expected to support, rather than disrupt, the grid. It was radical stuff at the time, but it’s happening: large data center developments are shifting from urban areas to where they can find power.

Today, data centers used to train AI models tend to be in the 75MW to 150MW range. Most of those in construction are between 100MW and 250MW, with a few green giants between 500MW and 1GW. What the tech industry really wants, though, is AI-training data centers between 1GW and 2GW. Microsoft and OpenAI are in discussions about a $100 billion, 5GW supercomputer complex called Stargate. Amazon has said it plans to spend $150 billion in the next 15 years on data centers. Last month KKR and energy investor Energy Capital Partners entered an agreement to invest up to $50 billion in AI data centers. BlackRock has launched a $30 billion AI infrastructure fund.

These huge data centers will be as complex and expensive as aircraft carriers or nuclear submarines. The building alone for a 1GW data center will set you back up to $12 billion – for vibration-proof construction, power supply, UPS systems, cooling, and so on. 100,000 GPUs could cost you another $4 billion, and that’s before you have installed chip-based or immersive liquid cooling, and super-high-bandwidth, low-latency communications.

For AI training, latency is not an issue, so data centers can be anywhere in the world with fiber connections, building permits, skills, security and data privacy. However, when it comes to “inference” – using the model to answer questions – results have to be delivered to the user without latency, and that means data centers in or near cities. They may look like the data centers with which we are familiar, but they will need to be larger. According to EPRI, a single ChatGPT query requires around 2.9 watt-hours, compared to just 0.3 watt-hours for a Google search, driving a potential order of magnitude more power demand. Even inference data centers will need to be 100MW or above.

3. With great AI power comes great power demand

Nothing illustrates the current uncertainty about the uptake of AI better than the range of forecasts for power demand, which span from a paltry 35% global increase between now and 2030, to a storming 250% growth in the US alone by 2028.

The IEA is one of the most conservative voices. Its main Stated Policies Scenario (STEPS) has global power demand (excluding crypto mining and IT networks) increasing only by 35% to 100% by 2030, adding between 120TWh and 390TWh of demand – an increase that could be met by less than 50GW of additional dispatchable power. The U.S. Federal Energy Regulatory Commission (FERC) is also at the conservative end, expecting U.S. data center load to grow by no more than two thirds to 2030, adding between 21GW and 35GW of demand.

Such low figures are hard to justify. Chat GPT3 was trained using a cluster of 10,000 GPUs; Chat GPT4 required 25,000 GPUs; Chat GPT5 a rumored 50,000. Elon Musk’s x.AI has just built a 100,000-GPU data center, and there is already talk of the first million-GPU data center this side of 2030. But it’s not only a question numbers of GPUs – they are also becoming more energy-hungry. Nvidia’s Ampere A100 GPU, Launched in 2020, drew up to 400W. The Hopper H100, launched two years later and the current industry standard, draws 700W. The Nvidia Blackwell B100, expected to ship by the end of this year, will draw up to 1,200W. A single rack of 72 Blackwell GPUs, along with its balance of system, will draw up to 120kW – as much as 100 US or 300 European homes.

Boston Consultancy Group sees US data-center power demand tripling to 7.5% of US power in 2030 from 2.5% in 2022. Goldman Sachs expects the figure to reach 8%, requiring an additional 47GW of dispatchable supply. The Electric Power Research Institute (EPRI) offers four scenarios, with the most aggressive showing total US power consumption reaching 9.1% in 2030. McKinsey is the most bullish of all, predicting that global data-center demand might grow by 240GW between 2023 and 2030, and that in the US they could absorb up to 12% of all power by 2030.

The most detailed demand analysis is by independent semiconductor supply chain specialists Semi Analysis. They have built a model based on analyst consensus for the number of GPUs in Nvidia’s sales pipeline, noting for instance that the three million AI accelerators expected to ship in 2024 alone would require up to 4.2GW of dispatchable power. Their base case has global data center demand tripling to around 1,500 terawatt-hours by 2030, growing from around 1.5% to 4.5% of total global power demand and requiring the building of 100GW of new dispatchable power supply.

Semi Analysis, however, goes one step further. They note that new AI data centers will not be evenly distributed around the world. They estimate that Europe today hosts only 4% of AI compute capacity; its commercial power prices are around double those of the US and, as Semi Analysis puts it, with some understatement, “adding a massive amount of power generation capacity to host the AI data center boom in Europe would be very challenging.”

China, the country most able to build generation capacity at warp speed, is banned from buying Nvidia’s latest products. Although it is understood to have gained access to small numbers of Blackwell GPUs, and Huawei is working closely with the government to catch up by any means possible, China is judged to be five years behind the US. The Gulf region is very keen to play a leading role in AI. The UAE has had a Minister for AI since 2017. Google is discussing an AI hub with Saudi Arabia’s $930 billion Public Investment Fund, and Neom is reported to be considering a 1GW data center. However, experience is minimal, and the privacy and security implications are daunting.

For the next few years, therefore, the majority of new AI data center capacity will be built in the US. Semi Analysis estimates that US data center power demand will surge 250% by 2030, absorbing nearly 15% of total power and requiring the building of 76GW of new dispatchable supply.

4. I’ll see you a Koomey and up you a Jevons

There are many reasons why you might not trust data-center power demand forecasts that are calculated by extrapolating from expected GPU sales.

Those sales might not materialize. As we have seen, the uptake of paid AI services could be slower than expected. But they could also be set back by security, copyright, privacy or regulatory issues. Construction could be delayed by permitting, grid connections, environmental issues, supply chain bottlenecks – in particular the availability of transformers – or a lack of construction workers or electricians.

Even if none of that happens, we could well see power demand limited by stunning improvements in energy efficiency. Nvidia claims to have delivered a 45,000 improvement in energy efficiency per token (a unit of data processed by AI models) over the past eight years. Their new Blackwell GPU is by some accounts 25 times more efficient than the previous generation.

Koomey’s Law was based on CPUs – chips that undertake a single calculation at a time. Their energy efficiency improvements must come to an end at some point for thermodynamic reasons according to Landauer’s principle, though not for many decades. But GPUs are not just bigger chips. Each is an entire system – with multiple processors, short-term caches, long-term memory, communications switches, modules for specific functions, and controllers to divide up tasks across the different elements.

Speed and efficiency improvements can be found within each of these components, but also in the way they work together, as well as in the way the algorithms work. Nvidia CEO Jensen Huang gives an example of training a 1.8 trillion-parameter model using Blackwell GPUs, which only required 4MW, versus 15MW using the previous Hopper architecture. That is a 75% reduction despite each individual GPU drawing 70% more power. In another test, the US National Energy Research Scientific Computing Center compared how fast four applications ran, and how much energy they consumed, on CPU and GPU nodes of one of the world’s largest supercomputers. On average the GPUs completed the tasks up to 12 times faster but only consumed one fifth of the energy. One weather forecasting application used one tenth of the energy.

GPUs might not even end up being the most efficient architecture. Google’s Tensor Processing Units (TPUs) were designed from the ground up for AI, rather than for video processing, leading some experts to expect them to be faster and more energy efficient than GPUs. The sector is moving so fast that there are almost certainly innovations out there that could make AI compute dramatically more energy efficient.

In the end, my best estimate for power demand lies somewhat above the IEA and FERC’s conservative expectations but below BCG, EPRI and McKinsey, and well below SemiAnalysis. For the US, I expect data-center capacity will somewhat more than double by 2030, adding around 30GW, and the rest of the world will add no more than 15GW.

5. What about the broader economy?

While AI will pose a huge challenge for the world’s power systems, it will also help mitigate energy demand in ways we can only begin to imagine.

AI is already driving a wave of innovation in the energy sector. It is helping generators design, schedule maintenance, and optimize the output of wind and solar farms. It is being used to help grid operators squeeze more capacity out of existing transmission lines, to identify foliage encroachment on power lines, and to spot fires before they spread. AI is improving weather forecasting, which helps reduce peak heating and cooling loads. Leading utilities are using it to generate time-of-use price signals to send customers, helping to nudge demand to match periods of high renewable supply. AI-driven power trading is improving the utilization of grid-connected batteries and other resources. The list of potential use cases is endless.

In the broader economy, AI will help reduce pressure on energy demand. It will enable the optimization of freight and delivery networks, reducing congestion and fuel use. It will help optimize the utilization of infrastructure, reducing pressure on construction. Predictive maintenance will reduce costly and unnecessary repairs. Optimization of design and AI-driven new materials will reduce materials use across manufacturing. Every sector of the economy will be impacted. Eliminating road collisions, for instance, will reduce demand for health care and repair shops. Not to mention the reduction in power demand from replacing entire call centers with a few GPUs whirring away in a darkened data room.

A January 2024 report from the Lisbon Council noted that, “even if the predictions that data centers will soon account for 4% of global energy consumption become a reality, AI is having a major impact on reducing the remaining 96% of energy consumption”.

Could AI be so effective that it actually slows growth in demand for energy services? I doubt it. The more successful AI is, the more likely it is to trigger additional economic activity. In most areas of energy efficiency, research shows the so-called Jevons effect is marginal, with bounce-back absorbing a quarter to a third of improvements. But in the case of AI, dramatic reductions in energy use and cost could act as a powerful accelerator, not just of uptake of AI, but also of overall economic activity. I certainly hope so, for the sake of human progress.

This need not be bad for the climate. After all, if AI helps bring forward the electrification of heating, transport and industry by a single year, that would more than offset any negative climate impact from its own relatively limited power demand.

6. It isn’t easy being green

On the face of it, adding a few tens of gigawatts of additional clean power demand should not be too hard. After all, my 45GW of additional demand by 2030 would only be equivalent to one third of the power demand from the world’s aluminum smelters. In the Economic Transition Scenario of BloombergNEF’s New Energy Outlook 2024, which reflects current policies, the US alone adds 400GW of new generation and 60GW of batteries by 2030. The Net Zero Scenario suggests twice as much.

The challenge lies in the nature of the additional demand: it will be highly localized, and it must be available 24/7. In addition, it must be clean.

The hyperscalers have made very visible commitments to achieving net zero emissions – in the case of Google, Microsoft and Meta by 2030, and Amazon (with its more energy-intensive logistics operations) by 2040. This has led them to become some of the most significant corporate purchasers of renewable energy in the world. The four of them have entered into power purchase agreements (PPAs) covering a total of more than 70GW of capacity – of which around 40GW is in the US – accounting for nearly 40% of all corporate PPAs. In May this year, Microsoft signed the largest-ever corporate PPA deal with Brookfield Asset Management, for 10.5 GW of renewable energy to be built by 2030.

While all four hyperscalers say they remain committed to their net zero targets, the AI boom has made achieving those targets much harder. Their power use has more than doubled since 2020. Google has seen its carbon emissions increase by 48% since 2019 and Microsoft by 29% since 2020.

Behind the scenes there is a fight going on over how renewable energy offsets may be used to achieve carbon neutrality. The current rules (enshrined in the Greenhouse Gas Protocol) were written in 1990. They give equal credit for a unit of renewable power generated in the same power market when a data center is operating, as to one generated in a different market and at a different time.

These rules are in the process of being updated: A new proposed Greenhouse Gas Protocol text should be published in 2025 and adopted before the end of 2026.

The stakes are high. Google and Microsoft are pushing for strict matching of generation with demand, by time and location. They have been backing NGO Energy Tag, whose executive director Killian Daly makes the case: “The basic fact is you can be solar powered all night long with today’s accounting, and that’s absurd.” Meanwhile Meta and Amazon are backing the competing Emissions First Partnership, which promotes more marginal reforms with Lee Taylor, CEO of data provider REsurety and vocal supporter, calling the Energy Tag approach “utopian”.

7. The clean dispatchable power gold rush

When you combine a need for large concentrated new demand for dispatchable power with extreme pressure on emissions, it is perhaps inevitable that the hyperscalers would look to nuclear power.

In September, Microsoft grabbed the headlines when it revealed it had signed a deal with Constellation Energy to bring back into service Three Mile Island – scene in 1979 of the US’s worst nuclear accident – and buy its power, under a fixed-price deal for 20 years. Amazon Web Services had already announced in March the acquisition of Talen Energy’s data center campus at a nuclear power station in Pennsylvania. In October, Google revealed its own nuclear play, announcing an agreement to buy seven Small Modular Reactors from Kairos Power.

It’s easy to see the attraction: nuclear holds the promise of unlimited dispatchable clean power. Over the past few years, around the world nuclear has undergone a rehabilitation with the public. Even in Germany, by April 2023 two thirds of the public considered the early closure of its nuclear plants a mistake, and the center-right Christian Democrats, who look set to win next February’s elections, have promised to explore reversing it.

Signing deals with refurbished nuclear plants makes economic sense. US investment bank Jefferies estimated that Microsoft would be paying Constellation between $110/MWh and $115/MWh for its power – expensive, but not outrageously so. Ontario’s newly refurbished Candu plants will earn up to $75/MWh, a very reasonable price.

When it comes to building new plants, however, the tech titans could be in for a nasty surprise. There appears to be a consensus that so-called small modular reactors (SMRs) are on the cusp of arriving, and that they will be cheap and easy to build. The tech sector’s optimism bias is perfectly illustrated by the Institute for Progress (IFP), a non-partisan think tank focused on innovation policy, which claims that light-water SMRs can be built in six years at a first-of-a-kind (FOAK) power cost of $109/MWh, and an nth-of-a-kind (NOAK) power cost of $66/MWh.

The US Department of Energy’s Pathways to Commercial Liftoff report on advanced nuclear offers $120/MWh as the current unsubsidized cost of nuclear power. However, new GW-scale power stations in the US or Europe are coming in at around $180/MWh (not to mention five to 15 years late) and it’s hard to see why FOAK SMRs would be any cheaper.

NuScale, once the US’s closest SMR company to commercialization, started by promising $58/MWh, but had to cancel its first projects when this was revised up to $89/MWh. But that was after taking into account $30/MWh from the Inflation Reduction Act and a $1.4 billion direct subsidy, so the real figure, at least five years before commissioning and in today’s money, is $140/MWh. Other SMR designs could come in cheaper, but I would be highly skeptical of any claim for a FOAK SMR under $180/MWh or a NOAK under $120/MWh before subsidies. Application of multiple subsidies could mask the real costs for the first few plants, but when you are looking for tens of gigawatts of supply, sooner or later you have to foot the full bill.

What about Buying the power from existing nuclear power stations? That too looks like a tough call, particularly as power demand from the wider economy grows, driven by demand from EVs, heating and the electrification of industry. How can public utility commissioners and energy system operators reconcile the loss of gigawatts of clean power with their responsibilities to consumers and employers? In October, the Federal Energy Regulatory Commission (FERC) rejected Amazon’s deal with Talen Energy to purchase an extra 180MW for the Susquehanna data-center complex, citing concern about power bills and reliability.

If it looks like nuclear fission might not be the answer for your multi-billion-dollar AI data center, there’s always fusion. Last year, Microsoft signed an offtake agreement with fusion startup Helion, in which OpenAI CEO Sam Altman has made a $375 million investment, which promises to deliver its first power plant by 2028. Vinod Khosla is convinced, and I will be the first to celebrate if he’s right. But I find it hard not to be reminded of PG&E’s 2009 PPA for 200MW of power from space-based solar company Solaren by 2016.  Right on cue, a startup called Lumen Orbit has raised $11 million on a promise to build solar-powered data centers in space, allegedly with interest from over 200 venture capital providers, despite their cost estimates not bearing up to the slightest scrutiny.

It’s the renewables, stupid

So, if new data centers are unlikely to be powered by SMRs, fusion or space solar for the next few decades, what will they be powered by?

In their rush for AI leadership, the tech titans could simply plump for natural gas. When Elon Musk rushed to get x.AI’s Memphis Supercluster up and running in record time, he brought in 14 mobile natural gas-powered generators, each of them generating 2.5MW. It seems they do not require an air quality permit, as long as they do not remain in the same location for more than 364 days. In this case a new 150MW substation is due to be completed by year end, but Tennessee does not have a Renewable Portfolio Standard or carbon price so it is easy to see how the project could drive up gas or even coal use.

Exxon and Chevron are both planning to build gas-fired plants to power AI data centers directly, bypassing the need for grid connections. Exxon is promising to capture and sequester over 90% of the resulting emissions, but the history of post-combustion CCS means such claims must be taken with a very substantial pinch of salt. And if the resulting CO2 is used for enhanced oil recovery, the net emissions would be enormous.

In due course, I expect the tech titans to learn the same lesson as utilities have learned: relying on a purely fossil-based power supply will turn out more expensive than one which hybridizes cheap renewables and batteries with a little gas. It turns out there is a reason why 91% of all new power capacity added worldwide in 2023 was wind and solar, with just 6% gas or coal, and 3% nuclear.

In Portugal, Start Campus Sines is building a 1.2GW data center complex – expected to be Europe’s largest when it is fully commissioned in 2030 – powered by wind and solar, supported by batteries, and with backup generators for occasional use. If your goal is 100% clean power, there are other backup options, including renewable natural gas, more batteries, liquid air storage, or perhaps clean hydrogen or one of its derivatives.

Enhanced geothermal (based on fracking) and closed loop geothermal both look highly attractive because of their ability to deliver 24/7 clean power with the complexities of nuclear. Google and Meta have power purchase agreements with Fervo Energy and Sage Geosystems respectively. Other, more radical approaches, such as the millimeter wave drilling being proposed by MIT spinout Quaise, face daunting technological challenges and look decades away from commercialization, despite Quaise’s promise to provide first power by 2026.

There is always good old hydro power. Grids with lots of it – like Scandinavia and Brazil – have always been good places to locate industries dependent on cheap 24/7 clean power, and they will be attractive to data-center operators. But it is hard and slow to build new hydro plants, and monopolizing the output of existing ones will be no more popular than in the case of nuclear power.

Conclusion

Let me close with some predictions about how the great data-center power gold rush will play out.

In the end, the tech titans will find out that the best way to power AI data centers is in the traditional way, by building the same generating technologies as are proving most cost effective for other users, connecting them to a robust and resilient grid, and working with local communities. More, in other words, of what the best of them are already doing.

For instance, it may look easy to co-locate power plants with data centers, but it won’t be. That would multiply the complexity of building the data center by the complexity of building and running the plant. This would be particularly risky if the plant in question is an innovative and unproven nuclear design. If you build the plant off-grid, what you save on transmission fees you will spend dealing yourself with every potential mismatch between demand and supply. And if you remain grid-connected, you have achieved nothing by co-locating, as you still have to meet all the rules set by the grid operator and regulator.

Just as for other industries that risk imposing significant externalities on those around them, AI data-center owners will reduce cost and risk not by centralizing assets and building a wall around them, but by working with other stakeholders. Who knows, by leaning in, hyperscalers could even become popular contributors to the development of an affordable, resilient and green local grid.

How do you build an AI data center that, like the Green Giants I proposed in 2021, is a benefit to the local community? How do you deal with its impacts on water supply, air quality and local skills, so you are not confronted by protestors like the ones pushing back against additional data centers in Northern Virginia or new ones in Santiago, Chile, Memphis, Tennessee, and Hertfordshire in the UK?

It makes no sense for a data center and the local utility to invest separately in emergency backup resources. The data-center owner may want local backup to be sure it can ride through grid outages; the utility may want central backup to ride through periods of low wind or solar provision, or may need to add capacity to meet increasing demand. In 2016, Microsoft struck a deal with Black Hills Energy (formerly Cheyenne Light, Fuel and Power Co.) which gave it lower cost power in exchange for using its backup generators as a power resource for the grid as needed, eliminating the need for Black Hills Energy to build an additional plant. This sort of deal needs to become the norm, not the exception.

The Electric Power Research Institute in the US has just launched the DCFlex Initiative, intended to explore how data centers can support and stabilize the grid. For instance, when they see how much it costs to work 24/7 at full power, perhaps data-center owners will see a benefit to providing some demand response capacity, or to modifying their ramp-up and ramp-down rates (which could otherwise be fearsome).

When it comes to new technologies – be it SMRs, fusion, novel renewables or superconducting transmission lines – it is a blessing to have some cash-rich, technologically advanced, risk-tolerant players creating demand, which has for decades been missing in low-growth developed world power markets. Rather than focusing selfishly on funding them for their own use, however, the hyper scalers should help to underwrite their development and deployment in a grid-optimized way. Not only would this be more efficient for the overall economy, it could also help them secure their social license to operate, during what will be a period of extreme technological and social turbulence.

Firebrand British parliamentarian Tony Benn knew a thing or two about power. If we want to hold our leaders to account, he suggested, we should ask the following five questions:

“What power do you have? How did you get it? In whose interests do you exercise it? To whom are you accountable? And how can we get rid of you?”

When it comes to data centers, he certainly had a point.

Finally, in case you are concerned that humans may be about to be replaced by machines, relax. After all this talk of gigawatt data centers, it is worth recalling one key statistic: Our brains operate on around 20W. Seen like that, we are still beating the machines by around eight orders of magnitude. Humanity is not done yet!
